Dear Seymour.
Thank you for your letter of 28th January, 1949, about the claim by the liong Kong Government in respect of railway materials requisitioned in 1941.
2. I enclose a draft of a Savingram we are proposing to send to Hong Kong giving details of the settlement of the Far Supplies Board and Kowloon- Canton Railway (british Section) claims which you are prepared to recommend and raising certain points in connection with the Chinese Government claims.
3. As regards Itom 3, since evidence has now come to light which shows that Hong Kong did supply at least some "missing parts" it seems to us that` the proposed settlement of Item 3, which includes no payment at all for missing parts supplied by Hong Kong, must, unless you would wish now to suggest a payment for these missing parts, be termed an "interim" settlement. Our favingram therefore so refers to it.
